It is air assist on both legs with rebound on the left and compression on the right, you can make these forks almost rigid or very soft if your into racing downhill

Yes the headset and stem are included, Im not sure on the tax across the border, I did the whole thing on ups and nothing ever came up..so i dont know..if you really want them I'll take it all to a delivery place and have them give me the total in shipping
